Great events are ahead of us, not only in the Church but in the State, and it behoves all Christian people to make it a matter of very earnest prayer that those in authority may be guided aright in the re-construction which is taking place.

The Enabling Bill, passed by a 300 majority in the House of Commons, has given the Church powers of self-government long wished for. I shall be calling a meeting of the congregation some day in February, when I hope to lay before you particulars as to these altered conditions.

As our Bishop has recently said “But when all is said and done, it is the spirit of man in which the secret of all reform really lies; the hope of the future lies in a spiritual change. What we all want is a change of heart, a change of outlook, a new “mind,” and the Church exists to secure that this new mind is the “Mind of Christ”.

A meeting of Church Electors’ will take place at an early date, of which due notice will be given, to elect the members, probably 24 in number, who will form the Parochial Church Council, and also three members of the Ruri-de-canal Conference.

Friday, April 30th, has been fixed for the first meeting of the Parochial Electors. It takes place in the Boys’ School at 8 p.m., and I hope a large number will be present. The Church Parochial Council will, in future, form the Finance Committee and also the Sidesmen.

The first meeting of the Church Electors has been held and the Church Parochial Council elected, you will see their names elsewhere. They will shortly meet, when questions of considerable importance will be considered and reported upon.

CHURCH PAROCHIAL COUNCIL
The first meeting was held on Tuesday, June 22nd, for the consideration of the subjects referred by the meeting of Electors. A very thoughtful paper was contributed by Mr. A. Lovell on the present “unrest,” which was followed by an interesting and helpful discussion. A Sub-Committee, consisting of Messrs. Chipperfield, Jordan, Lowdell and Tandy, was chosen to make enquiries respecting the possibility of erecting a parish room, the want of which is much felt. It was decided to meet quarterly, and Messrs. Jakeman, Russe and Shelbourne were co-opted as members of the Council. The Vicar was asked to make enquiries about a “Bier” for use at funerals.

Second Meeting of St. James’ Church PAROCHIAL COUNCIL, held in the Church Room, at 8.30 p.m., on 26th October, 1920, the Vicar in the Chair.

A very hearty welcome was extended to the Rev. G. F. Nelson, who expressed his thanks.

The minutes of last meeting were read and confirmed.

The Vicar gave an account of his enquiries about a Bier for use in the Church, and stated the cost would be about £30.

Read Mr. Lowdell’s reply about sub-committee’s report of provision of Parish Hall. That the money was not available for a purchase. After discussion it was proposed by Mr. Lowdell that the subject of provision of a Parish Hall be postponed until next meeting. This was seconded by Mr. Basey and carried unanimously.

Proposed by Mr. Elliott, that an inventory of Church property for use at meetings, &c., be made, and periodical inspections of it held. Mr. Elliott was asked and empowered to make the inventory, and periodically inspect the property, which he undertook to do.

Mr. Evans made a satisfactory statement of the Church Offertories for Church Expenses. The fund in credit.

Mr. Elliott made statements concerning the Curate Fund and Free-will Offerings Fund, Both are in credit.

The Vicar called the attention of the Council to the approaching Jumble Sale and Sale of Work for Missions, and asked the members for their full support.

The Vicar also called attention to the bad state of repair of the School buildings. Urgent repairs at a cost of £35 had been done. £25 had been given him by Mrs. Elliott, the proceeds of an Entertainment for that object.

Mr. Chipperfield made a very satisfactory statement about the Parish Magazine Fund, and undertook to carry it on until the end of the year, although he was leaving Hampton Hill to live at Maiden.

Mr. Churchwarden Carpenter proposed that the cordial thanks of the Council be accorded to Mr. Chipperfield who had carried out this work so satisfactorily. This was unanimously accorded.

Mr. Elliott proposed and Mr. Chipperfield seconded, that Mr. Tomson be co-opted a member of the Council, which was carried unanimously.
